Waiting period not true.

I went for my Family planning appointment after work on Friday. The Clinic was moved further down the road. I then immediately went to the new location and was refused service at 15:55 because they close at 16h00. I just needed an injection. Also, I went back there this morning at 08:10. There was only one lady in the family planning queue. I placed my clinic card in the empty family planing box. Which means I should be helped next. A few minutes later everyone else was being helped that came after me. I then spoke to the lady at reception. She says she will work according to the order, which means I will be assisted last as my card is at the bottom. I took my card and left at 08:58, as I needed to get to work and started at 10. I now have to go back or get help somewhere else. I'm absolutely disgusted in the slow and unprofessional service. I know one does not pay for these public services but these services need improvement.
