My baby goat 3weeks old has got something small overlaping on a belly so I thought of cutting it is it right or wrong

I know this is a government facility. But. We had 3 male cats done here about a month ago. Two returned home unspayed. As a newbie cat owner I didn't check and when I brought it up to the manager" she was extremely blunt and rude. She ended up saying "It's your fault for not noticing earlier". So please just avoid these people
