whilst the doctors and staff tend to patients inside the vredenburg hospital, phangela security guards are responsible for patrolling the outside perimeter and do access control - yet you will find only one of them outside, sitting huddled on a crate, tucked in his anorak intensely staring at his mobile for hours on end blissfully unaware of whatever is happening around him... no, this is NOT the exception and NO, talking to them has no effect. it is no wonder cars are burgled and bicycles stolen.
